The Ontario Law Society Tribunal Hearing Division

 Antonio Caruso is a licensed paralegal. He wants paralegals to be able to provide legal services in the area of immigration beyond the scope permitted by the Law Society. Mr. Caruso firmly believes the restricted scope of practice is wrong in law. He also firmly believes that, by restricting the scope of immigration practice, the Law Society of Ontario (LSO) is protecting and preferring the interests of its lawyer members over those of its paralegal members. Further, in his view, the paralegal benchers have failed to effectively defend or advance the interests of their fellow licensees on this issue. This application is about Mr. Caruso’s conduct as an advocate in support of his beliefs and views.
