Public Indecency And Fitness To Practice

The November bar disciplinary hearings are listed on the web page of the Ohio Supreme Court.

A hearing set for November 15 involves allegations related to public indecency charges and convictions over a period of years.

The answer appears to admit all the factual averments but denies that the conduct “adversely reflects on his fitness to practice law.”

The most recent criminal charges involved his driving while nude and masturbating on I-75.

He is presently suspended.

WLWT 5 reported in January 2021

Once again, attorney Scott Blauvelt was arrested and accused of public indecency exposure and engaging in a sex act. Monday night, he was booked into the Butler County Jail. Just a few months ago, in November, it was a similar story in Warren County.

Court documents allege Blauvelt exposed himself while driving on Interstate 75. On Nov. 30, a woman observed a “naked white male” staring at her while performing a sex act on himself.

When this woman pulled out her phone to record what was happening Blauvelt allegedly gave her a “thumbs up,” hit the brakes, and then drove up beside her again only this time wearing a mask.

This incident occurred only weeks after Blauvelt was arraigned on charges of exposing himself to another woman in Hamilton County while driving on I-275.

Dr. Chris Tuell is the Clinical Director of Addiction Services at the Lindner Center of Hope. Although he’s not familiar with Blauvelt’s cases, he said when they look at addiction, they look at control, compulsion and thought processes.

“’I continue to do it despite the negative consequences’ is really the essence of what truly what an addictive behavior is,” Dr. Tuell said.

The risky behavior increases to maintain a chemical high in the brain.

“When I (the patient) use a drug, I don’t get that desired effect anymore so I have to increase the level whether it’s alcohol or cannabis or gambling. So, our brain says I can’t get that same response unless I increase it and then I get that response,” Dr. Tuell said.

In 2006, Blauvelt was the city prosecutor in Hamilton. He was caught walking through the city building nude on more than one occasion. He was eventually fired and had his law license suspended.

In 2018, Blauvelt pleaded guilty to public indecency in Warren County and was put on probation. According to court documents, it was another instance where he was driving while exposing himself and performing sex acts.

His next court date in Hamilton County is set for Feb. 4 while his next court date in Warren County is Feb. 18. Blauvelt’s court date for his most recent arrest in Butler County is not yet set. We have not received a comment back from his attorney.
