A divided Illinois Hearing Board has recommended a censure of an attorney in connection with a claim of the survivor of a Turkish Airlines crash.

The board rejected charges of improper solicitation of the case and false statements to a tribunal but found that the attorney had not withdrawn upon discharge.

One panel member would dismiss all charges.
