Summary Medical Discipline

A doctor who had entered an Alford plea to charges that he had sexually assaulted a patient was found by the medical license board to have committed a crime involving moral turpitude. He contended, and the circuit court held, that he was entitled to a hearing prior to the imposition of professional discipline. On appeal, the Maryland Court of Special Appeals reversed and concluded that summary discipline was appropriate based on the plea. Although the judgment of conviction was vacated as a result of the sentence, discipline was linked to the guilty plea. The court further concluded that the crime was one of moral turpitude.
