Longtime Maine Bar Counsel Scott Davis is retiring

The Board of Overseers of the Bar invites applications for the position of Bar Counsel to oversee the State of Maine’s attorney discipline system. As chief prosecutor, Bar Counsel maintains an active caseload while supervising a team of lawyers and support staff to ensure the timely and effective investigation, processing, and disposition of cases. Serving as the Board’s principal spokesperson to members of the bar, Bar Counsel provides advisory ethical guidance and speaks at continuing legal education events on the subject of professional regulation. Bar Counsel serves at the pleasure of the Board and reports to the Executive Director and to the members of the Board.

Applicants must have a passion for public service and demonstrate superior leadership, interpersonal, verbal, writing, presentation, and organizational skills to effectively investigate grievances, conduct legal research, prepare motions and briefs, interview witnesses, draft and file formal complaints, prosecute cases before hearing panels, and argue cases before the Maine Supreme Judicial Court. The position requires extensive in-state and out-of-state travel representing the Board at local, state, and national meetings.

Required qualifications include strong computer skills, knowledge of emerging technologies impacting the practice of law, the ability to work with a high degree of confidentiality under pressure and within tight deadlines, and the ability to exercise prosecutorial discretion and independent judgment in a thoughtful manner. A thorough understanding of the Maine Bar Rules, the Maine Rules of Professional Conduct, and the procedures governing disciplinary proceedings is essential. 

Applicants must be Maine residents, have a Juris Doctor degree from an accredited law school, and either be an active member in good standing of the Maine bar or be eligible for admission. Ten years of experience in the practice of law is preferred. The starting salary will be commensurate with experience. The Board offers an excellent benefits package. This is not a Judicial Branch or state agency position. The anticipated start date for employment is March 1, 2019.
